Organizational Structure of the Grama Panchayat
The Grama Panchayat is the basic unit of local self-government. It functions through an organizational structure comprising various components to implement development activities and provide administrative services with the participation of the people.
1. Gram Sabha
The Gram Sabha is the general assembly consisting of all registered voters within the Grama Panchayat.
It discusses and provides suggestions on the Panchayat’s development plans, welfare activities, and budget proposals.
It ensures public oversight and accountability of the Panchayat’s activities.
2. Grama Panchayat Governing Body
The Governing Body consists of ward members elected by the people.
The President of the Panchayat serves as the Chairperson of the Governing Body.
The Vice President assists the President and performs the President’s duties in his/her absence.
The Governing Body makes policy decisions relating to development projects, financial matters, and service delivery.
3. Standing Committees
The following Standing Committees generally function in a Grama Panchayat:
Finance Standing Committee
Development Standing Committee
Welfare Standing Committee
Health and Education Standing Committee
These committees monitor activities in their respective sectors and provide recommendations for effective implementation.
4. Panchayat Office
The Panchayat Office functions under the leadership of the Secretary.
It manages administrative and financial affairs of the Panchayat.
It provides various public services to citizens.
Services include birth and death registration, issue of licenses, building permits, grievance redressal, waste management, and tax collection.
It implements welfare and development schemes across various sectors.
